I found another website that shows a way to manually reset windows update components using a command prompt. Here are Microsoft's official instructions for fixing the problem. Dan KB3172605 needs KB3020369 to be installed before, at least KB3020369 doesn't require restart. The only change I can see after all those hours is Windows does say Activated.
